Word that Clinton would make good on his campaign pledge came from a memo leaked by the Department of Health and Human Services. It was confirmed by White House Press Secretary Dee Dee Myers, who cited Clinton’s campaign booklet “Putting People First.” But after rumblings of protest from Capitol Hill, White House aides quickly passed the word that whoever leaked the memo was “stupid or ill motivated.”
